Northstar spent 25 October mainly on supplying the existing city area. New regional assignments, two recycling plants and short road connections were meant to bring garbage collection closer to affected houses. In a fixed group of 50 buildings, recorded garbage warnings fell from 38 to 22 to zero over the evening. For two new roads, actual use by garbage trucks was read back. These are local gains; permanently secured service for the whole city is not shown.
Garbage Warnings in the Same South-Central Group. Values per step in Buildings with a recorded garbage icon: 20:59 UTC 38, 21:44 UTC 22, 22:40 UTC 0.
The target of a truly simulated city above ten million residents remains far away. A late game probe at 22:51 recorded about 2.4 million residents. The stock stayed under pressure, and falling warning series alone explain neither the population trend nor its causes. No number of departed residents can be derived from these observations.
Because of the clock change, the Berlin reporting day had 25 hours, from 24 October 22:00 to 25 October 23:00. All times below are UTC. The closing probe is a dated snapshot, not a measurement at the exact end of the day.
Recycling plants and regional assignments
The operating logs follow fixed building groups in the school arc, the south centre, area O6 and the east edge, so a vanished warning icon can be told from a vanished building. The new regional assignments were meant to limit long service trips; long-distance jobs already running can persist at first.
Two plants were built, one in the south centre and one in O6, and both builds are confirmed (times and cost in the second table). A measured daily processing rate does not follow from completion; for that, delivery, storage change and processing would have to be checked together over matching windows. A reliable reserve for the failure of one plant is also open.
A short road with a verified route
At 06:29 a connection of about 140 metres was built on the north bank, and a commercial building was removed for it as planned. The native local preservation check reported no newly condemned buildings, a statement limited to the checked area. At 06:44 a returning truck loaded with garbage was read on a lane owned by exactly the new road edge. Actual use is therefore documented.
A supplementary path comparison linked the same recycling plant with the same target house. Before the build, a full native path of about 9,300 metres was stored for one truck; afterwards a shorter path was read for another (exact values in the table). The endpoints match, but these are two different vehicles at different times, and the values are full stored paths, not remaining distance. They prove neither a particular saving in travel time nor a CPU saving. Together with the lane evidence they show a usable shorter access whose lasting operational effect is still to be measured.
South middle: two connections, one fixed warning series
In the evening the nearer recycling plant also received the assignment for the south middle; its existing job in the south centre was kept. Two short roads followed: about 40 metres at 21:35 and about 54 metres at 22:37.
In both cases the buildings in the respective native preservation probe were fully retained. Supplementary neighbour and zone checks found no new critical building states within their limited scope; nothing follows for zone effects outside these areas.
Built and verified connections remain different things. For the 40-metre road, six limited fleet probes recorded no direct lane use, which does not prove non-use. For the later road the evidence succeeded: at 22:54 a garbage truck stood on a lane owned by the new edge.
The warning series always refers to the same 50 original buildings. The garbage icons were counted at 20:59, 21:44 and 22:40. A later follow-up check found all 50 buildings healthy, without demolition or abandonment marks and with positive road, power, water and sewage connections; its pages were read one after another, not at a single shared moment.
How much of the local trend is due to the added assignment, the two roads, collections already under way or other changes remains open, since individual pickup and unloading events were not recorded directly. The series is not a curve of the whole city and not a measurement of garbage hauled.
| Warning icons, overall survey at 22:40 | Count |
|---|---|
| Garbage | 408 |
| Hearse requests | 76 |
| Missing input resources | 314 |
| Missing customers | 6 |
Emergency service and metro: separating execution from effect
A fire station, an attached disaster-response unit and a pedestrian link were added to the local rescue chain. The three works cost about 2.4 million together, and six office buildings were removed as planned, so the extension was not a fully stock-neutral new build.
The operational effect had not yet been confirmed. A full owner fleet of the new station at 04:02 contained no actual vehicle. That implies neither a permanently non-functional service nor an observed rescue run.
In the metro network a test was expressly corrected. Line 1 had been temporarily shortened. During the time-offset queries, the waiting sum reported for the parallel line 6 rose (values in the table). These values can include shared stops, do not assign individual demand to one line, and show no sole cause of the rise.
The building agent restored line 1 to its original 29 stops in the same order. The change was observed and read back permanently. The reversal is thus documented; a lastingly lower waiting load is not.
A separate measure concerned line 9, whose fare was lowered. Reading back after the original save confirmed the new price, the same stop positions and the active trains (table). Whether the lower fare brings additional usable connections, more passengers or a positive contribution to city development has to be observed separately.
Jobs and finances
A fully recorded 600-metre straight-line surroundings of a metro station, read in staggered fashion, held about 21,000 residents and about 2,600 jobs at 38 distinct employers. That is around 0.12 jobs per resident in this local selection, below the internal planning target used there.
It is neither an unemployment rate nor a statement about jobs in the whole city. The straight-line circle is no proven walking catchment: actual routes, transfers and reachability of suitable jobs remain to be checked.
Financially there was room to act. The budget probe at 22:22 showed a surplus per game month of about 8.7 million and no loan. It and the later treasury reading at 22:51 are separate measurements.

Limits and open points
The canonical performance series has no qualified readings for this day, and the gap is not filled with local spot probes or interpolated values. Newer tool packages were checked offline up to version 0.7.63, while the game readbacks used here still come from the qualified active version 0.7.46. A package check is not an installation and not a local live acceptance of new functions.
Next steps lie in operation: keep following the same local buildings, document actual collection through return and processing, check plant reserve, and observe the restored metro service and real routes to jobs. Lasting service and viable growth remain to be shown. More on the project: CS2.
