Hypothesis

Maintaining a dedicated table solely for quiet root moves that is cleared at the start of each search, tracks the best move separately from failed attempts, and is used to reorder quiet root moves after completed iterations improves engine playing strength at fixed node counts, assuming tree shape and reductions below the root remain unchanged.
