On 13 October Northstar received five new cremation campuses, additional grave fields, a new pickup district and new timber output. The population kept falling regardless. At 21:19 UTC the last completed build check recorded about 2.02 million residents, roughly 16,000 above the two-million mark. None of the observations explains the whole loss so far.
A house outside any district
A flagged residential building next to West Ostflanke Abholung belonged to no district; the existing district area ended just before its location. The building agent created West Suedost Abholung for the area. The existing district definitions remained. The house was read back as a member, and the nearby western facility received the new district in addition to its previous one.
Twelve pickup targets were then assigned to the new district independently. For all but one of these vehicles, a loaded return trip to the facility with the same deceased-person identifier was seen later; for the remaining one the follow-up record is missing. The exact unloading time was not observed directly for any of them.
The planned routes of this first group were longer than the new routes observed after a southern facility was also assigned; the exact ranges are in the first table. These trips involved other vehicles and other orders, so a halving of actual travel time is not shown. A proposed short connection was not built because its construction effects were only partly known.
Grave plots, campus packages and buffers
The cemetery in the Kaiser area gained four grave fields, and its capacity and staffing rose. Its reserve of free plots remained finite. A second cemetery in Mess WN A also received four fields, and intake there rose during the work session.
Five new cremation campuses followed, one in the Kaiser area and four in the western work area. Each complete package consisted of a main facility, an extra furnace, a cold room and a garage. The facilities were staffed and assigned locally; that does not mean their full effect was reached. The fourth western campus also covers the newly created district Veilchen Ost, and no original buildings were demolished there; the original buildings and old network records were confirmed intact.
Other sites had real construction consequences. The Kaiser campus, the first two western campuses and a turnaround junction replaced residential buildings; the counts and the residents recorded beforehand are in the table. Where those residents lived afterwards is not established, so the figures do not show confirmed emigration or completed rehousing.

| Third western campus, 21:14 UTC | 51 waiting, 45 buffer places |
| Roundabout, five outgoing short orders, planned paths | 0.97 to 1.61 kilometres |
| Identical vehicle, same house, earlier planned path | about 4.09 kilometres |
| Identical vehicle, same house, later planned path | about 0.97 kilometres |
| Timber buyer, raw timber in stock, early morning | 20,479 units |
| New forestry operation, native display | 28.16 tonnes per game month, five of five positions staffed |
| Telecommunications company, electronics on the loaded vehicle | 2,754 units |
| Same buyer, electronics in stock later | 2,690 units |
| Later company at the plot | 43 employees |
Buffers are a limit as well: at 21:14 UTC the third western campus had more people waiting than buffer places, and the nearby existing reserve was also at its limit. The fourth campus was empty, and the eastern existing facility had two waiting. Effective processing at the empty campus read zero because the sample contained no input. A measured zero is an actual operating state, not proof that nominal capacity had been delivered earlier.
Turnaround junctions: shorter orders observed, effect open
A small roundabout was built at a free two-arm junction near a local facility. Five outgoing short orders followed. An identical vehicle had earlier had a much longer planned path to the same house and afterwards a short one, but for a different deceased person. That is not a comparison of the same mission and not an isolated effect of the roundabout.
Other turnaround junctions were meant to enable return trips; one replaced four previously checked industrial plots. The traffic display's measurement period was reset during the rebuild, so its improved flow values are not a controlled before-and-after comparison. In a separate trial, traffic lights at a loaded junction were switched off. The queue remained clearly visible after a little over five minutes, and the lights were switched back on. Neither measure shows a CPU saving or a lastingly jam-free region.
Raw materials: actual refilling, not just transport
At a repeatedly checked timber buyer, early in the morning more than 20,000 units of raw timber were in stock and the input warning flag was off. Existing forest areas were extended, and a productive forestry operation was added. Its native display shows monthly output and full staffing. A delivery from it to a specific buyer has not been observed yet.
At a telecommunications company, a vehicle loaded with electronics showed the same position and zero speed in two consecutive samples. Later the original buyer held electronics in stock again and was producing. The old vehicle no longer appeared in its full owner list. Later still, a different company with its own electronics stock was recorded at the plot. A vehicle vanishing from a list is not an observed unloading.
Population and money under pressure
| Item | Reading on 13 October, UTC | Value |
|---|---|---|
| Recorded residents | 00:54 | 2,157,066 |
| Recorded residents | 19:10 | 2,043,723 |
| Recorded residents | 21:19 | 2,016,269 |
| Directly measured deficit after the tax cut | during the day | about 68.25 million per game month |
| Treasury | 21:19 | 1.712 billion |
| Budget balance | 21:19 | minus 71.73 million per game month |
| Loan | 21:19 | 0 |
| Planned end of the deficit, at the latest | plan | treasury of 1.4 billion |
| Lower safety limit | plan | treasury of 600 million |
The two evening readings come from the same world instance; between them the recorded population fell by about 27,000. This is an uncontrolled observation window, not the effect of a single building or tax decision. The early reading belongs to a different world instance, so no daily balance is computed from the whole table.
At 21:12 UTC about 320,000 citizens were recorded as still moving in; they are not yet part of the population. The unemployment rate in that overview was just over 17.5 percent. Neither figure explains the decline alone, and the check of population levels against reported flows remained open. Statements about pure emigration, deaths as the sole cause or the absence of emigration would therefore go too far.
During the day the office tax was lowered to zero percent, to bring down a treasury far above the desired band in a controlled way. The measured deficit rose, and at 21:19 UTC the budget balance was negative while the loan stood at zero. That is a temporary outflow of money, not a stable long-term budget position. The plan is to end the deficit at the latest at the treasury level in the table, based on a fresh budget, with a lower safety limit below it.
13 October (UTC): population readings and evening snapshots: 00:54 2,157,066 residents recorded (different world instance); 19:10 2,043,723 residents recorded; 21:12 320,128 citizens recorded as still arriving; 21:14 Third western campus: 51 waiting for 45 buffer places; 21:19 2,016,269 residents recorded, 16,269 above two million.
Interruptions and limits
Operation was interrupted several times and resumed from original saved games. The unexpected game exit in the morning has no established cause. The performance series holds more than 2,300 original readings, with several gaps and paused readings, so the day is not one uniform performance window. Lower load during a pause, restart or with fewer residents would not be an efficiency gain.
Global warning queries stayed incomplete, so the many positively observed pickup symbols are not an exact city count.
More facilities are built. Whether together they stabilise the population and lastingly reduce the recurring warnings has still to be shown. Next steps: supply the surviving flagged houses, follow actual cycles through intake and processing, show free local reserve again, and carry the new timber output through to real buyer supply.
